Position: Senior Application/Software Architect Reference : 8249 Department : DFATD Security Clearance : Secret Location : Ottawa Pay rate is negotiable Contract Length : 1 year 2 option periods of 1 year each Language: English Statement Of Work BACKGROUND 1.1 Global Affairs Canada (GAC) has deployed the Records, Documents and Information Management System ( RDIMS & GCdocs ) to provide a document/records management solution based on the eDOCS DM/RM and GCdocs solutions from OpenText.

The departmental solutions are known as InfoBank , (IB), and SGDEEDRMS.

This request is tied to a requirement for continuity of services while the department is undertaking a transformation to provide a transformative Digital workspace.

The RDIMS application must still provide programs and services to clients at an optimum level.

Resource capacity is low with legacy systems and priority Digitial Workspace intuiatives , projects and pilots.

This alleviates work load on staff, aims to invest in employees to help shape and support the way forward on next generation of technologies transforming the way we do business.

Duties On-going upgrade projects, operational support and keep the lights on initiatives are in scope with this procement .

This resource will fill a 3rd level Mission Critical Operational Support delivering IM programs and services optimally.

With the current legacy architecture, the aim is to have legacy IM applications meet service delivery requirements and ensure applications do not fall out of support: Verifying accuracy and completeness of work performed Designing, configuring and deploying server-based file systems and applications Identifying subtle or overlooked problems and implementing solutions Diagnosing root cause of software or hardware problems Identifying, researching, and resolving complex technical problems Document technical changes, upgrades, etc.

Recommending new products or processes which support and enhance the user groups business activities Responding to client inquiries concerning systems operations and diagnosing system hardware and software issues Training and mentoring more junior Computer Application Support personnel 2.1 Contract Duration The services of this resource will be for approximately 220 days per year on an ‘as and when required’ basis.

Tasks Advanced Technology Architect Advisor Broad technical experience, the ability to handle multiple tasks in a fast-paced environment and proven success working with a great deal of autonomy and providing leadership to the other team members is required.

The Resource must be able to adjust priorities as needed and work in an “interrupt-driven” work environment and have a natural talent for analyzing problems, developing and simplifying procedures, explaining complex tasks and ideas in an easy to understand manner, and finding innovative, costeffective solutions.

Typical duties may include Assist in eDOCS migration activities by developing and running Custom SQL Scripts to produce analytical reports to be used by the GAC IM and Records Management team to assist in clean-up and mapping activities.

Develop custom SQL Scripts to export metadata to XML files to be used for Importing to GCdocs , or Importing to SharePoint.

Analyze functional and technical requirements and provide written assessments; Analyze problem reports and change requests for the OpenText DM/RM systems and provide written assessments identifying technical impacts, dependencies, risks, implementation strategies and efforts; Architect, design, configure, develop, maintain and integrate amendments, custom modules and tools for the OpenText DM/RM systems and database as well as create/amend architecture, design and installation documentation.

Build prototypes and/or proof of concepts; Respond to requirements from the Quality Assurance group during development of test plans and testing activities by providing input to test plans and activities; Coordinate activities with the Infrastructure team to ensure compatibility and integration of the system with the base platform; Training and mentoring more junior Computer Application Support personnel; Perform 3 rd level Mission Critical IM support.

Deliverables The resource will prepare a number of documents in final format using the MS Office Suite.

All deliverables shall be submitted to the Project Authority, as one (1) electronic copy in MS Office format, as requested.

If required, any presentation material shall be submitted in MS PowerPoint format to the Project Authority, in one (1) electronic copy, at minimum, three (3) days before scheduled presentation.

The resource will provide scripts to support assigned tasks.

All deliverables are subject to inspection and acceptance of the Project Authority.

Reporting Requirements Weekly Status Report to the Project Authority indicating project status.

WORKING ENVIRONMENT The office/work location is on GAC premises located at 4200 Labelle Ottawa andor at a mutually agreed to location on an as and when needed basis.

Mandatory Criteria Application / Software Architect
– Level 3 Met Yes /No Reference / Comments M1 The bidder must propose one (1) Technical Architect – Level 3 and must demonstrate, using project descriptions, that the proposed resource has a minimum ten (10) years of experience working as Technical Architect in accordance with the TBIPS Supply Arrangement EN578-170432 identified in this RFP.

M2 The bidder must provide two (2) references from projects cited by the bidder within the last five (5) years that can validate the experience of the proposed resource.

Additional references may be requested for verification of experience.

Contact information should include contact name, title, organization, phone number and e-mail address of the Project Authority.

M3 The bidder must demonstrate that the proposed resource has graduated from a two (2) year (as a minimum) post-secondary education program in computer science or an Information Technology (IT) related discipline.

A copy of the degree or diploma must be provided in the bidder’s proposal.

M4 The bidder must demonstrate, using project descriptions, that the proposed resource has a minimum ten (10) years of experience as a Technical Architect in a development or operational environment with RDIMS core applications (Open Text DM and Open Text RM).

M5 The bidder must have a minimum of 3 years’ experience with Content Server 10.0 or higher providing technical architecture advice, plans, and strategies to perform the migration and upgrade from CS 10.0 to CS 16.2.x with OpenText Directory Services (OTDS) authentication.

M6 The bidder must demonstrate, using project descriptions, that the proposed resource has completed a minimum of two (2 ) migrations of files from RDIMS Records Management solutions ( eDOCS RM / iRIMS ) to GCdocs Records Management.

The migrations should have included 200,000 files or more.

The resource should be familiar with SQL Scripting to provide analysis reports for Records Management decisions, and for creating XML Imports files for Import into GCdocs .

M7 The bidder must demonstrate, using project descriptions, that the proposed resource has a combined minimum ten (10) years of experience performing Microsoft 2003/2008/ 2012/2016 R2 System Administration functions.

M8 The bidder must demonstrate that the resource has a LiveLink / OpenText Content Suite, System Administrator certification.

A copy of the certification must be included in this proposal.

Points will be calculated as follows: Up to 2 years 0 points >2-4 years 5 points >4-7 years 10 points >7-9 years 15 points 9 years 20 points /20 R4 The bidder should demonstrate, using project descriptions, that the proposed resource has combined experience integrating and supporting OpenText eDOCS DM/RM 5.x or higher in a Windows 2003/2008/2012/2016 R2 Server environment Points will be calculated as follows: Up to 2 years 0 points >2-4 years 5 points >4-7 years 10 points >7-9 years 15 points 9 years 20 points /20 R5 The bidder should demonstrate that the proposed resource has experience in the development of Transact-SQL queries and stored procedures in a Microsoft SQL Server environment utilizing the ANSI SQL-92 Transact-SQL coding standard.

Points will be calculated as follows: Up to 2 years 0 points >2-4 years 5 points >4-7 years 10 points >7-9 years 15 points 9 years 20 points /20 R6 The bidder should demonstrate, using project descriptions, that the proposed resource has combined experience in integrating and supporting Microsoft Office 2010/2013/2016 with Open Text eDOCS DM/RM 5.x or higher Points will be calculated as follows: Up to 2 years 0 points >2-4 years 3 points >4-7 years 5 points >7-9 years 10 points 9 years 15 points /15 R7 The bidder should demonstrate, using project descriptions, that the proposed resource has a minimum of three (3) years’ experience migrating to new hardware platforms.

Points will be calculated as follows: 10 points per migration:
• Windows 2008 to 2016 servers
• IIS to Apache Tomcat 8.5
• MS SQL Server 2008/2012 to 2016
• CS 10.0 to 16.x /40 .

R8 The bidder should demonstrate that the resource has an ITIL Foundations certification.

A copy of the certification must be included in the proposal.
